Legacy Networks, those supporting large infrastructures such as power plants and water systems, are difficult to secure because they are difficult to upgrade. Many are running very old operating systems such as Windows 95. You can’t take them down to install new software, or patches, in response to new security threats because the network can't go off-line - not even for a moment.
